Group ' Y' with effect from 10-10-1997.
All affected Air veterans may approach their PDAs for getting revised their group and pension and arrears.
Fixed Medical Allowance @ Rs.100 was introduced w.e.f. 01.12.1997.
Fixed Medical Allowance @ Rs.1000 was increased w.e.f. 01.07.2017.
ECHS members not eligible for Medical Allowance.
ECHS facility is now extended to the dependents of ex-recruits boarded out are drawing Disability pension.
ECHS made compulsory for those discharged after 01.04.2003.
There is no fee for pre 1.1.96 pensioners to join this scheme.
From 1.1.96 to 31.3.2003 they have to pay to join this scheme.
From 29.12.2017 the rates have been increased. (From Recruit to Hav rank Rs. 30,000, From Nb.Sub. to Hon.Capt and Equivalents. Rs.67000 & for all Officers Rs.1,20,000)
If you are having 32 KB individual white card, you can use up to Dec 2020.
If you are having Temporary ECHS slip, you have to apply for NEW Card.
If you have lost your ECHS card, you have to apply on line for new card.
If you are a member of ECHS make sure that you are not paid Fixed Medical Allowance. If you are paid, wirte a letter to the bank to stop it, otherwise your ECHS Card will be suspended.
War disabled pensioners & widows are exempted from paying ECHS contribution.
If you are having old 16Kb (Red colour combined card), you have to change it before 1 sep 2018.
Keep note of your PPO No and always give your particulars like Rank, Group, Qualifying Service and date of birth in writing to your spouse
Always keep your pension account jointly with your Spouse. (E or S or F or S basis)
All family pensioners must give nomination to their pension accounts.
Update your pass book entries regularly.
Collect Pension slip from bank every month and keep it safe.
Link your Aadhaar Number and PAN number with your Pension account.
Name of your spouse in the PPO and in the Bank account must be same.
If your date of birth is not with your Bank, please submit your school certificate, Aadhaar card, PAN Card, Voter ID to the Bank for recording your Date of Birth.
Do not forget to give Life Certificate to the Bank in November every year.
All Pre 1.4.1985 pensioners must make sure that their Spouse name is there for family pension. If not, apply for endorsement of family pension immediately.
All pre 1.4.1985 pensioners, who do not have pension book or PPO copy, please apply to bank and get a copy
If a pensioner dies before the age of 65, his spouse should get the same pension as her husband. From the date of death till the deceased attains age of 65 the spouse will have to get enhanced rate of family pension.
The pensioners who completed 80 years of age are eligible to get 20% increase in their basic pension as additional pension. If you are not getting, you have to apply to the bank with the proof of date of birth.

Joint notification of family pension was introduced from 01.03.1985. Those who do not have joint notification for family pension, they have to apply immediately.
Dual family pension is payable from 24.9.2012. as per CDA Cir.504 dt.17.01.2013. The families of ESM who were drawing two pensions and died before 24.9.2012 were denied dual family pension at that time. As per CDA Cir.504, they are eligible for two family pensions.
W.E.F. 01.07.2009 the concept of Broad banding of percentage of disability/War injury Shall be extended to Armed Forces Officers and others who were invalided out of service prior to 01.01.1996 and are in receipt of disability/war injury pension as on 01.07.2009.
The Cap on maximum WIP i.e. not to exceed emoluments last drawn has been removed w,e,f, 01.07.2009.
Liberalised family pension came into existence from 01.02.1972.
If you are having disabled children, unmarried daughters, widowed daughters, you must apply for Part II order (POR) for pension benefits on later dates.
Always check your pension with your Rank, Group, Qualifying service and date of birth.
Apply for financial assistance for disabled children from DESW Tamilnadu or from KSB if you are not getting from anywhere.
If you have lost your ESM ID Card, you have to apply online in Dept. of ESM Welfare Tamil nadu website. esmwel.tn.gov.in. Also you have to register your particulars on line.
Your full date of birth must be recorded in your Aadhaar Card. Your mobile number also to be linked to your Aadhaar card. Visit Aadhaar permanent enrolment centre for this purpose. Nowadays banks are also entrusted to be Aadhaar enrolment centre.

This is the time to calculate your income tax liability and start investing in the Tax savings schemes before 31st March, 2018. The rates of Income Tax have not changed. But our Pension has increased to some extent. As result, all the defence pensioners of the Rank of Havildar and above and equivalent ranks in other services will have tax liability.
The rates of Tax for the Assessment Year 2018-2019 is as follows:-

The pensioners whose income exceeds Rs.2.5 lacs (Before any deductions) will have to file Income Tax return before 31 July 2018. (Due date) Delayed filing will attract fee of Rs.1,000, Rs.5000 and Rs.10000 under various conditions. Therefore, it is advisable to file your return before 31 July, 2018.
Make use of various tax saving schemes to reduce your tax liability. Rs.1,50,000 eligible for deduction under Sec.8C. They are:-
a) LIC premium (10% of sum assured)
b) Mutual fund deposit..
c) Tution fee for two children.
d) Housing loan principal.
e) Fixed deposit with Scheduled Bank for a period not less than 5 years as per the scheme.
f) Under Senior Citizens savings scheme.
g) 5 years time deposit in Post office Deposit rule.
Whatever tax savings you make, you must produce the receipt to the bank before 31 March, 2018. Also you have to submit PAN Card. If you do not submit the PAN Card the bank will charge double the tax.
If the bank deduct any tax from your pension or from your fixed deposits, you must collect Form 16 from the bank and keep ready for filing Income Tax Return.
Those who are drawing two pensions must account both the pensions for Income Tax. The same way, those who are re-employed in any department including Texco must include their pension along with their salary and calculate the tax. Be aware of some basic Income Tax rules and pay your tax regularly. You can make use of various tax savings scheme to reduce your tax burden
Defence Minister Nirmala Sitharaman on Saturday requested Finance Minister Arun Jaitley to remove the education fee cap under 7th Pay Commission for children of soldiers who lost their lives while serving the country.
Earlier in January, the government made it clear that there will be no immediate review of its decision to put a cap of Rs 10,000 per month on educational assistance given to children of martyrs or of those disabled in action.
Indian Navy Chief Admiral Sunil Lanba wrote to Defence Minister Nirmala Sitharaman requesting the government to look into it’s prior order that limits education reimbursement to the children.
“Reply has been sent (to them) stating that the combined amount of tuition fee and hostel charges has been capped at Rs 10,000 per month in accordance with the recommendations of the 7th Central Pay Commission as accepted by the government,” Bhamre said.
Under the scheme, rolled out in 1972, tuition fee of children of martyrs or those disabled in action were completely waived in schools, colleges and other professional educational institutions.
However, on July 1, the government had issued an order capping the amount to Rs 10,000 per month, triggering discontentment among all the three services.
The Chiefs of Staff Committee (CoSC), comprising the Army, Navy and the Air Force chiefs, had written to the defence ministry requesting the issue to remove the cap.
Approximately 250 students have been reported to be affected during current financial year following the government’s decision to cap the assistance, Bhamre said, adding that “the allowance shall go up by 25 percent each time DA rises by 50 per cent.”
He said that out of a total 2,679 students during the year 2017-18 (up to December 27, 2017), 193 students have been reported to be drawing more than the capped amount.
“The savings have been reported to be Rs 3.20 crore approximately. The highest amount drawn has been reported to be Rs 18.95 lakh per annum per student,” said Bhamre.

Subject:- Simplification of procedure for endorsement of Family Pension entitlement in the PPO of living Armed Force Pensioners.
Reference:- This office Circular No. 64 dated 01.09.1988.
Gol, MoD letter No. 6(4)/87/1369/B/D(Pens/Sers) dated 30.06.1988 and Circular No. 64 dated 01.09.1988 were issued for taking appropriate action for endorsement of Family Pension in the PPG of living Armed Forces Pensioners. For this purpose, an application form attached an “Appendix- A” was introduced along with above Govt. letter under which certain details were required to be filled.
2. Govt. of India, Ministry of Defence vide letter No. 1(11)/2014/D(Pen/Pol) dated 15.07.2016 has modified the ibid “Appendix – A”. Now, 4 items i.e. Present Address, TSIPS No., Details of Family Pension from other sources and Name of handicapped children, if any, have been added in Appendix-A on Sl No. 2, 4, 9 & 10 respectively.
3. Therefore, all the claims for endorsement of Family Pension entitlement in the PPO of living Armed Force Pensioners shall be submitted to this office in revised Appendix-A duly completed in all respect.
4. All other terms and conditions remain unchanged.

HYDERABAD: An ex-sergeant of the Indian Air Force (IAF) has written to Prime Minister Narendra Modi about ex-servicemen being deprived of their quota of bank jobs in Andhra Pradesh. Kutchulapati Kumar of Nidavavolu in West Godavari district who served 20 years in the IAF, gathered information from the banking sector and pointed out the lapses in implementing reservations for ex-servicemen.
Kutchulapati Kumar obtained information from 20 public sector banks, including regional rural banks in Andhra Pradesh by filing RTI applications. "I was astonished to look at the information provided by them and the way ex-servicemen lost their jobs during the last two years due to tricky rules framed by the banking sector," he said in the letter to the Prime Minister. He had gathered information for the years 2014 and 2015. "The information clearly depicts the violation of rules and regulations framed by the Government of India and is a clear indication of negligence towards ex-servicemen's welfare," he said.
From RTI applications, he gathered information from APGVB (sponsored by SBI), APGB (sponsored by Syndicate Bank), Saptagiri Gramina Bank, CGGB (Andhra Bank), SBI (SBH), SBI, Andhra Bank, BOI, Syndicate Bank, Corporation Bank, Union Bank, IOB, OBC and Dena Bank. Information was got on the total number of vacancies announced by the bank along with the notification for the particular project, number of vacancies reserved for ex-servicemen for the project, ex-servicemen who had joined, ex-servicemen who had resigned after joining and total number of ex-servicemen vacancies left over in the project.
During the year 2014-15, a total of 353 lapsed vacancies were converted into civilian vacancies in the following year, Kutchulapati Kumar pointed out giving specific details about each bank to the Prime Minister. Kumar also had cleared all stages of recruitment but 'ended up jobless due to tricky rules'. Another ex-servicemen Syam Ganesh Babu too had taken up the problem with higher authorities. There is also discrepancy in the percentage of reservation for ex-servicemen. While some are allocating 14.5 per cent, others are giving only 10 per cent, though 14.5 per cent is what ex-servicemen are entitled to.
In the letter to the PM, Kutchulapati Kumar alleged that all banks were deliberately creating backlong vacancies and converting them into civilian quota the following year.
"After wholeheartedly and willing contributing his productive age for the nation, ex-servicemen are having to fight for re-employment to settle their family," he said.
1. ECHS was established in the year 2003. An agreement with Smart Card Making agency (SITL) was signed on 27 January 2004 for a period of five years i.e. upto 2009 which was extended for one year upto 2010. Thereafter, the same company i.e. SITL was again contracted for a period of five years from May 2010 to May 2015. After the expiry of the contract, the competent authority approved issue of fresh open tenders.
2. Accordingly, RFP for new ECHS Smart Card was floated in Jul 2016. The ECHS Smart Card project was approved by Hon’ble RM on 17 Jul 2017 and subsequently, the contract was awarded to the Smart Card Making Agency, Source DOT Com Pvt Ltd on 19 Jul 2017. The application will be filled online and mode of payment for Smart Card charges will also be through online payment. Activation of Smart Card will also be possible online / through registered mobile number. New Smart Card 3. The new Smart Cards are Dual interface (contact and contactless) with Fingerprint Biometrics authentication through Aadhaar based system. The new Smart Card will enforce authorised usage as per laid down policies of the ECHS scheme so that misuse and inappropriate usage is prevented. Policies governing the authorization of the ECHS benefits to the members will be enforced through application deployed for the Smart Card.
4. Salient Features of New Smart Card.
The salient features of new ECHS Smart Card are appended below:-
(a) The physical submission of application for ECHS Smart Card has been done away with.
(b) ECHS beneficiaries can now apply online for Smart Card without visiting Regional Centres.
(c) The payment for Smart Card will also be done through online mode with options using Net Banking, Debit / Credit Card, Wallet Payments.
(d) The information regarding movement of online application till receipt of Smart Card from Station Headquarters will be intimated to beneficiaries through SMS updates.
(e) The new Smart Card is of the capacity of 64 Kb which can store vital information of the beneficiaries including their Medical History, Referral History, Medicine Issue Logs etc.
(f) In the new system, Kiosks are being deployed at ECHS Polyclinics which offers Biometric/Aadhaar/mobile based Authentication of beneficiaries, Selection of option for desired services through touch screen, Printing of Medical Slip/authentication slip and also helps in Queue Management.
(g) In the new system, Identification cum Authentication Terminals (ICAT) are being deployed at HCOs which also offers Biometric/Aadhaar/mobile based Authentication of beneficiaries.
